Credentials and Full Powers
To be entitled to vote or make interventions at the 3rd session of the Preparatory Commission
credentials are required.
Please note that the Statute of the International Renewable Energy Agency will be open for signature at the 3rd session of the Preparatory Commission. Full powers are required to sign the Statute of the International Renewable Energy Agency. Such powers may be included in the credentials.

Credentials and full powers shall be issued by the Head of State or Government or by the Minister for Foreign Affairs or, in case of a regional intergovernmental economic integration organization, by the competent authority (rule 9 para 1. RoP).
The credentials of representatives as well as the names of alternate representatives and advisers and the full powers shall be deposited at the opening of the session with the Credentials and Full Power Committee (rule 9 para. 2 RoP).
Only original documents can be accepted for the purpose of verifying the credentials and full powers at the Conference (copies or faxes cannot be accepted).
In order to allow for a pre-verification of credentials and full powers delegations are asked by rule 9 para. 3 of Rules of Procedure to send copies of credentials and, if needed, of full powers including a courtesy translation into English, to the Government of the United Arab Emirates via
Ministry of Foreign Affairs, Abu Dhabi, UAE to fax number: 009712 - 4498894.
Please note that credentials are necessary for every delegate and therefore a complete delegation list covered by credentials is needed. Even though, credentials submitted for the 1st and 2nd sessions of the Preparatory Commission remain valid in principle also for the 3rd sessions (rule 9 para. 4 RoP), all delegations are kindly asked to submit new credentials for their complete delegation in order to alleviate verification of credentials.
In order to avoid legal uncertainty, it is kindly recommended that all participants of the third session of the Preparatory Commission to submit new credentials for their delegations for the third session.
Please note that delegations or delegates, who have not attended the 1st or 2nd sessions of the Preparatory Commission or who did not provide sufficient credentials for the 1st and 2nd sessions of the Preparatory Commission need in any case new sufficient credentials for the 3rd session.
Delegations or delegates without sufficient credentials will not be entitled to vote or make interventions.
